Planning Reform Working Paper: Brownfield Passport

On September 22, 2024, the UK government’s Ministry of Housing, Communities and Local Government released the Planning Reform Working Paper: Brownfield Passport.

The proposed “brownfield passport” is designed to reduce lengthy approvals and uncertainties typically associated with previously developed land. This informal document seeks public input on measures to streamline the development of brownfield land, to address housing shortages and promote construction.

Proposed Policy Changes

To support these objectives, the working paper proposes policy changes at a national, and local scale:

Acceptance Principle: Development on brownfield land to be generally regarded as acceptable unless exceptions have been identified, such as harmful environmental impacts.
Higher Density Standards: Implementing minimum density standards in certain urban areas, which could encourage more intensive development.
Design Codes: Promote the use of further design guidance to ensure that new developments are harmonious and complement the existing urban fabric.
Local Development Orders (LDOs): The paper discusses employing schemes such as LDOs to grant broad planning permissions within specific areas.

Community Engagement

Although this consultation is a starting point, a key aspect of the proposed changes is the commitment to community engagement. The government recognises the importance of local authority oversight and input from various stakeholders to ensure brownfield developments address local needs and desires effectively.
